Tolowa Dee-ni’ Nation Connected Communities Plan

Green DOT worked with the Tolowa Dee-ni’ Nation to develop a Connected Communities Plan to prepare recommendations for traffic calming measures, safety improvements and enhanced mobility for pedestrians and cyclists along the Nation’s ‘Main Street,’ US 101. The highly trafficked highway bisects the Nation and creates many mobility barriers for Tribal Citizens, community members and visitors. The Plan, funded through a Caltrans Planning Grant that Green DOT helped prepare in 2021, included a robust project development effort that included detailed project components and an implementation plan to guide the Nation into the next stages of project development. Recommendations included preliminary-level conceptual designs of intersection improvements, the proposed multi-use pathway alignment, gateway feature designs, and a wayfinding and community educational program package.

Trinity County General Plan Update – Circulation Element

In April of 2021, Green DOT was selected by Trinity County as part of the consultant team preparing the Trinity General Plan Update. Green DOT’s role on the project team, led by prime consultant Mintier Harnish, is to prepare the Circulation Element Update. The Circulation Element will describe the transportation system in Trinity County, including roadways, transit, bicycle and pedestrian facilities, and services, as well as guide the future vision for transportation development in Trinity County. The future vision will be supported by the goals, policies, and actions developed in the Circulation Plan and vetted with Trinity County, project partners, and other stakeholders, including the public. The Circulation Element will be consistent with the Land Use Element of the GPU and will consider land use patterns and projections

Trinity County Regional Transportation Plan Update

In 2022, Green DOT worked with the Trinity County Transportation Commission (TCTC) to prepare the 2022 Regional Transportation Plan Update and associated Environmental Negative Declaration. Green DOT facilitated a thorough planning process to identify transportation project needs in the region over
the next 20 years. A robust outreach process including 16 community meetings and three Local Transportation Commission presentations ensured that projects and the ultimate adopted plan reflected the needs of the community and stakeholders. An Action and Financial Plan identifying funding streams and implementation timelines was developed to guide TCTC through project implementation for the identified priority projects within the region. The Trinity County RTP update was adopted in February 2023.

Truckee Transit Center Relocation Feasibility Study

The Town of Truckee anticipated significant growth in transit ridership and operations, which was expected to increase congestion and safety challenges at its over-capacity transit center. To address these issues, Green DOT prepared the Transit Center Relocation Feasibility Study to identify the most suitable site for a new facility that could meet both current and future transit needs.

The study evaluated multiple site alternatives and laid the groundwork for the development of a new or expanded transit center. As part of the process, the Town of Truckee entered into an agreement with Neighborhood Partners, who committed $1 million toward construction costs, leveraging State and Federal grant opportunities.

Green DOT, in partnership with Nelson\Nygaard, AIM Consulting, and Design Workshop, conducted a comprehensive analysis that included site location studies, transit needs assessments, community outreach, and planning-level site designs. The resulting study provided the Town with a clear framework to guide decision-making regarding relocation and to enhance transit access and capacity within the community.

Phase I construction of the Railyard Mobility Hub began in late July of 2023. Phase 2 will be funded over multiple years through a $4.4 million grant through the Transit and Intercity Rail Capital Program (TIRCP).

Tuolumne County Active Transportation Plan, 2020

Tuolumne County is a destination for recreational hiking and biking, containing portions of Yosemite National Park and Stanislaus National Forest as well as scenic and walkable gold rush-era towns. In 2019, Green DOT helped the Tuolumne County Transportation Council (TCTC) develop an Active Transportation Plan for the region to support the increase of walking, bicycling and access to public transit. The Plan aimed to improve opportunities to fund non-motorized transportation, create inter-connectivity between communities and enhance access to public transportation within the Tuolumne County Transit service area.

The ATP effort was robust and included the following elements:

  • Field counts
  • Outreach campaign
  • Priorities, Goals and Objectives
  • Project Prioritization

 

North State Express Connect Business Plan

Green DOT served as the prime consultant to the Shasta Regional Transit Authority (SRTA) in developing an innovative battery electric bus system connecting rural northern California to the Sacramento region and beyond. The North State Express, later rebranded as the Salmon Runner, establishes a critical transportation backbone along Interstate 5, linking Shasta County directly to Sacramento. The comprehensive transit system is designed to serve most of northern California’s rural counties through a hub-and-spoke model, utilizing 45-foot battery electric coaches for the backbone service while smaller electric feeder buses connect eight regional transit systems to this primary route.

The project encompasses a full suite of infrastructure and operational improvements, including electric vehicle charging stations strategically positioned along routes, enhanced transit stops and hub facilities, integrated ticketing systems for seamless passenger experience, inter-agency access agreements and coordination frameworks, and extensive collaboration between multiple transit entities. Our project team employed cutting-edge methodologies, including mobile source data analysis, to generate highly accurate ridership projections, ensuring the system design reflects actual travel patterns and demand. This integrated approach transforms regional connectivity by bridging the gap between rural communities and urban centers.

The comprehensive North State Express Connect Business Plan served as the foundation for a successful Transit and Intercity Rail Capital Program (TIRCP) grant application, resulting in an $8.641 million award that enables the implementation of this transformative regional transit service
