Coloma/Lotus Sustainable Transportation Plan

Green DOT worked on a consultant team for the El Dorado County Transportation Commission, El Dorado Parks, and California State Parks to develop a Sustainable Transportation Plan for Coloma-Lotus.

The Plan outlines multimodal and parking improvements needed for an important recreational corridor. Lotus Road and Highway 49 connect several campgrounds and other recreational tourism lodging to Henningsen Lotus Park,  the Marshall Gold Discovery State Historic Park, and countless other recreation destinations along the South Fork American River for activities such as kayaking, rafting, fishing, hiking, picnicking, and swimming. Marshall Gold Discovery Park experiences thousands of visitors, including students visiting for school field trips and many active transportation users passing through to recreate along the river. There has been an urgent need for improved multimodal accommodation and safety improvements along this corridor.

Highway 49 is also an important inter-regional corridor for vehicle traffic, with residents commuting to cities such as Placerville, Roseville and Sacramento for work. Furthermore, tourists use Highway 49 to experience the natural landscapes and outdoor amenities the Coloma has to offer.  Green DOT conducted a connectivity and parking analysis to identify conflict zones between vehicles and active transportation users. Our team contributed heavily throughout the planning effort to improve the corridor to increase safety and access for active transportation users traveling along the corridor.

Tehama County Active Transportation Plan

Green DOT Transportation Solutions has an unwavering commitment to enhancing transportation facilities and elevating the human travel experience. In a collaborative partnership with the Tehama County Transportation Commission (TCTC), we crafted an Active Transportation Plan that would reshape the county’s transportation landscape. Our commitment to community engagement fostered a shared understanding of the region and yielded community ownership and engagement throughout the project process. The Plan built on previous planning efforts while ensuring that all future active transportation projects are compliant with state and federal goals. Additionally, our team positioned projects identified in the ATP to be competitive for state and federal funding opportunities. The resulting plan identified and prioritized Tehama County’s active transportation needs, balancing community aspirations, feasibility evaluations, and funding opportunities.  Our team created an extensive catalog of the county’s existing infrastructure and identified critical gaps within the sidewalk networks, bicycle routes, and trail systems.

 

Pope Street Class I Facility and Safe Routes Gap Fill Plan

Green DOT was contracted by the Calaveras Council of Governments as the prime consultant to develop the San Andreas Pope Street Class I Facility and Safe Routes Gap Fill Plan with support from subconsultant GHD providing engineering services. The Pope Street Gap Fill Plan plans for safe bicycle and pedestrian connections from San Andreas Elementary School to historic central residential neighborhoods in San Andreas, the County Government Center, and existing bicycle and pedestrian infrastructure. The Pope Street Gap Fill Plan prepped the project for competitive funding programs, such as the Active Transportation Program (ATP), and will ultimately improve and encourage bicycling and pedestrian opportunities in the San Andreas core by creating safer, more comfortable and convenient routes for non-motorized modes.  The Plan, which was initiated in March 2019, studied the feasibility of a Class I connection traversing San Andreas from the elementary school on the west side of town to the Government Center on the east side of town and corridor improvements connecting the north side of town to State Route 49. The final Plan was adopted in August 2020.

Amador County – Project Development & Delivery Assistance

The Amador County Transportation Commission engaged Green DOT Transportation Solutions through an on-call contract to offer comprehensive support and programming services. These services included aiding in the development and execution of state and federally-funded transportation projects. Additionally, Green DOT provided preliminary planning and design services to kickstart key transportation initiatives which bolstered funding strategies that aligned with ACTC’s Regional Transportation Plan (RTP).

Furthermore, Green DOT actively assisted ACTC staff in various capacities, including report completion to ensure compliance with Disadvantaged Business Enterprise (DBE) and Americans with Disabilities Act (ADA) requirements. The partnership also extended to managing filing systems, conducting audits, and resolving a wide range of transportation-related issues. This collaborative effort aimed to streamline project development and management while maintaining compliance with essential regulations and standards.
