Tuolumne County Active Transportation Plan, 2020

Tuolumne County is a destination for recreational hiking and biking, containing portions of Yosemite National Park and Stanislaus National Forest as well as scenic and walkable gold rush-era towns. In 2019, Green DOT helped the Tuolumne County Transportation Council (TCTC) develop an Active Transportation Plan for the region to support the increase of walking, bicycling and access to public transit. The Plan aimed to improve opportunities to fund non-motorized transportation, create inter-connectivity between communities and enhance access to public transportation within the Tuolumne County Transit service area.

The ATP effort was robust and included the following elements:

  • Infrastructure database
  • Field counts
  • Outreach campaign
  • Priorities, Goals and Objectives
  • Project Prioritization

 

North State Express Connect Business Plan

Green DOT served as the prime consultant to the Shasta Regional Transit Authority (SRTA) in developing an innovative battery electric bus system connecting rural northern California to the Sacramento region and beyond. The North State Express, later rebranded as the Salmon Runner, establishes a critical transportation backbone along Interstate 5, linking Shasta County directly to Sacramento. The comprehensive transit system is designed to serve most of northern California’s rural counties through a hub-and-spoke model, utilizing 45-foot battery electric coaches for the backbone service while smaller electric feeder buses connect eight regional transit systems to this primary route.

The project encompasses a full suite of infrastructure and operational improvements, including electric vehicle charging stations strategically positioned along routes, enhanced transit stops and hub facilities, integrated ticketing systems for seamless passenger experience, inter-agency access agreements and coordination frameworks, and extensive collaboration between multiple transit entities. Our project team employed cutting-edge methodologies, including mobile source data analysis, to generate highly accurate ridership projections, ensuring the system design reflects actual travel patterns and demand. This integrated approach transforms regional connectivity by bridging the gap between rural communities and urban centers.

The comprehensive North State Express Connect Business Plan served as the foundation for a successful Transit and Intercity Rail Capital Program (TIRCP) grant application, resulting in an $8.641 million award that enables the implementation of this transformative regional transit service

Coloma/Lotus Sustainable Transportation Plan

Green DOT worked on a consultant team for the El Dorado County Transportation Commission, El Dorado Parks, and California State Parks to develop a Sustainable Transportation Plan for Coloma-Lotus. The Plan outlines multimodal and parking improvements needed for an important recreational corridor. Lotus Road and Highway 49 connect several campgrounds and other recreational tourism lodging to Henningsen Lotus Park,  the Marshall Gold Discovery State Historic Park, and countless other recreation destinations along the South Fork American River for activities such as kayaking, rafting, fishing, hiking, picnicking, and swimming. Marshall Gold Discovery Park experiences thousands of visitors, including students visiting for school field trips and many active transportation users passing through to recreate along the river. There has been an urgent need for improved multimodal accommodation and safety improvements along this corridor. Highway 49 is also an important inter-regional corridor for vehicle traffic, with residents commuting to cities such as Placerville, Roseville and Sacramento for work. Furthermore, tourists use Highway 49 to experience the natural landscapes and outdoor amenities the Coloma has to offer.  Green DOT conducted a connectivity and parking analysis to identify conflict zones between vehicles and active transportation users. Our team contributed heavily throughout the planning effort to improve the corridor to increase safety and access for active transportation users traveling along the corridor.

Tehama County Active Transportation Plan

Green DOT Transportation Solutions has an unwavering commitment to enhancing transportation facilities and elevating the human travel experience. In a collaborative partnership with the Tehama County Transportation Commission (TCTC), we crafted an Active Transportation Plan that would reshape the county’s transportation landscape. Our commitment to community engagement fostered a shared understanding of the region and yielded community ownership and engagement throughout the project process. The Plan built on previous planning efforts while ensuring that all future active transportation projects are compliant with state and federal goals. Additionally, our team positioned projects identified in the ATP to be competitive for state and federal funding opportunities. The resulting plan identified and prioritized Tehama County’s active transportation needs, balancing community aspirations, feasibility evaluations, and funding opportunities.  Our team created an extensive catalog of the county’s existing infrastructure and identified critical gaps within the sidewalk networks, bicycle routes, and trail systems.

 

Amador County – Project Development & Delivery Assistance

The Amador County Transportation Commission engaged Green DOT Transportation Solutions through an on-call contract to offer comprehensive support and programming services. These services included aiding in the development and execution of state and federally-funded transportation projects. Additionally, Green DOT provided preliminary planning and design services to kickstart key transportation initiatives which bolstered funding strategies that aligned with ACTC’s Regional Transportation Plan (RTP).

Furthermore, Green DOT actively assisted ACTC staff in various capacities, including report completion to ensure compliance with Disadvantaged Business Enterprise (DBE) and Americans with Disabilities Act (ADA) requirements. The partnership also extended to managing filing systems, conducting audits, and resolving a wide range of transportation-related issues. This collaborative effort aimed to streamline project development and management while maintaining compliance with essential regulations and standards.
