On-Call Planning Services – Tehama County Transportation Commission

Since 2018 Green DOT has served as Tehama County Transportation Commission’s (TCTC) “extension of staff,” delivering everything the agency might request under Tuolumne County’s proposed on-call scope. Tasks have ranged from preparing the county’s Regional Transportation Plan and RTIP, to corridor safety studies (South Avenue), to day-to-day engineering advice and grant development that has already secured two Caltrans Sustainable Transportation Planning grants and more than $88 million in external funding. Our team routinely responds to short-notice assignments, chairs TAC meetings, drafts staff reports, develops traffic control warrant analyses, and prepares cost estimates and PSRs—mirroring the work orders anticipated by TCTC.

In partnership with TCTC, Green DOT has diligently improved transportation planning, addressed infrastructure needs, and secured critical funding for Tehama County and its communities.

2025 Tehama County Regional Transportation Plan (RTP): Green DOT updated the 2019 Tehama County Regional Transportation Plan, aligning it with the 2024 Regional Transportation Plan Guidelines. This update aimed to identify transportation infrastructure requirements in Tehama County through 2038, categorizing projects into short-term (0-10 years) and long-term (11-20 years) priorities. Green DOT led the development of the Regional Transportation Plan (RTP) through data analysis, assessing transportation needs, and identifying priority projects that align with the county, state, and federal goals.

South Ave Study: Teaming up with W-Trans, Green DOT assessed South Avenue’s long-term plan, a crucial route from Interstate 5 to Highway 99. South Avenue links the City of Corning in Tehama County to State Highway 99 and plays a vital role in commuting and freight movement, connecting to Chico in Butte County.

Project Development and Grants: Green DOT supported TCTC and the City of Tehama in project development and secured two Caltrans Sustainable Communities grants under the on-call contract. Notably, one grant, directed towards the City of Tehama Community Transportation Plan, secured an $88,087 award.

Social Media Management – Del Norte Local Transportation Commission

Green DOT was commissioned to spearhead the development of a comprehensive social media presence for Del Norte Local Transportation Commission (DNLTC).

This transformative project encompassed the creation of engaging and informative profiles to enhance the Commission’s online communication and outreach efforts. The primary goal was to enable efficient and effective communication with residents, stakeholders, and the wider community. Our aim was to ensure that the Commission could promptly disseminate important information, updates, news, and events to its constituents via various social media platforms.

We launched a dedicated website for the DNLTC and an official profile on Facebook, offering a unified digital presence. A strategic posting schedule, was developed ensuring a steady stream of regular, engaging content across all platforms. This content including articles, graphics, videos, and event promotions, aims to maintain a dynamic and consistent online presence. Green DOT successfully designed these platforms and posts to align with the Commission’s communication objectives and to resonate with the regions diverse community.

Eureka Broadway Multimodal Transportation Corridor Plan

Green DOT, in collaboration with GHD, was chosen by the Humboldt County Association of Governments to be a vital part of the project team entrusted with the development of the Eureka Broadway Multimodal Transportation Corridor Plan. This comprehensive plan aimed to alleviate congestion along a 3.25-mile stretch of US Highway 101/Broadway, which stands as the most heavily traversed route within the City of Eureka. Its primary objective was to enhance transportation options for commuters in this corridor.

Within this project, Green DOT assumed the pivotal role of conducting an exhaustive analysis of the existing conditions in the project area. Employing a combination of document review, remote assessment, and on-site data collection, Green DOT meticulously compiled an inventory of the active transportation infrastructure currently in place along Broadway in Eureka. This effort resulted in the creation of existing conditions maps and GIS data, which in turn served as essential tools for identifying the infrastructure enhancements necessary for the corridor’s improvement.

Mission Oaks Wayfinding Strategy

Green DOT partnered with MERJE Design to create a wayfinding strategy for the Mission Oaks Recreation and Park District in unincorporated Sacramento County. The Mission Oaks district covers 13 park facilities in the towns of Carmichael and Arden-Arcade east of the City of Sacramento. Green DOT compiled a digital GIS sign inventory, mapping every existing sign in the Mission Oaks district using the Trimble TerraFlex geolocating inventory and mapping solution. The resulting sign inventory dataset was organized into a web mapping ArcGIS Online application allowing the client to easily access information on existing park signs including the exact location, sign type, mounting type, condition, dimensions, and a photo of each existing sign for each data point on the web map. Additionally, Green DOT completed an existing conditions inventory technical memo as a first step for the redesign and implementation of a streamlined signage plan for the Mission Oaks district.

Chester Main Street Community Connectivity Plan

Green DOT is working with the Plumas County Transportation Commission and GHD Inc. to draft the Chester State Route 36 (SR 36) Community Connectivity Plan. The Plan will produce a roadmap to implement improvements along Chester Main Street (SR 36) that serve a variety of transportation needs using complete streets planning and modern transportation planning design elements. The complete streets infrastructure improvements aim to provide safer and more comfortable transportation options for people of all ages and abilities while enhancing public spaces for community activity along the corridor. Improvement recommendations including new and safer crossings and lane reconfigurations to reduce excessive speeding for the Main Street corridor are being developed in partnership with the community stakeholders and regional experts to create a plan that works for residents, business owners, and visitors to the community.

Sustainable Transportation Planning Grant for the Markleeville Community Transportation Plan

The Alpine Local Transportation Commission (ALTC) recognized the need for funding to develop a comprehensive Markleeville Community Transportation Plan, focusing on the State Route 89 corridor encompassing historic downtown Markleeville and the surrounding neighborhoods. This visionary plan aims to revitalize the local economy, enhance public health and accessibility, and expand active mobility options within the community.

Green DOT spearheaded the grant application process, resulting in the successful acquisition of $135,756 in grant funds. Our proficiency in grant writing encompasses a wide range of skills, including adept writing, meticulous research, precise budgeting, effective project management, and strategic thinking. Furthermore, our team’s unwavering commitment to attention to detail, creativity, and clear communication ensures that our grant proposals consistently meet the highest standards. This dedication guarantees that our applications effectively convey the value and potential impact of our client’s initiatives, ultimately securing the necessary funding for our client’s projects.
