Green DOT Transportation Solutions partnered with GHD and San Joaquin County to develop the Kennedy Community Complete Streets Plan, a comprehensive blueprint to transform circulation in an unincorporated South Stockton neighborhood into a safer, more accessible, and multimodal system. The plan focuses on improving walking, biking, and transit connections to key community destinations such as schools, the Kennedy Community Center, markets, churches, and transit routes.
Green DOT was responsible for designing and implementing an inclusive outreach strategy that ensured meaningful input from residents in this historically underserved community. Engagement included multilingual workshops, walking tours, interactive online mapping tools, and pop-up events at community gathering spaces. Green DOT also facilitated Project Development Team and Stakeholder Advisory Committee meetings, ensuring that technical concepts were grounded in local priorities and community vision.
In addition to outreach, Green DOT contributed to the transit analysis and supported the County in developing realistic funding and programming strategies to advance plan recommendations. This included identifying opportunities through the Active Transportation Program (ATP), Safe Routes to School, and other federal and state funding programs to position the County for successful implementation.
The resulting plan provides a prioritized set of complete streets projects, including safer pedestrian crossings, enhanced bicycle facilities, improved bus stop amenities, and streetscape upgrades such as trees and shade structures to reduce urban heat. Through robust community engagement and actionable recommendations, the Kennedy Community Complete Streets Plan lays the groundwork for a more livable, connected, and resilient neighborhood.
