Green DOT partnered with Siskiyou County, Caltrans, and the Karuk Tribe to develop the Happy Camp Complete Streets Project Plan and prepare the successful grant application. Located in rural Siskiyou County, Happy Camp faced a serious mobility and safety challenge: Highway 96, a State Highway, cut through the center of town, creating a barrier between the elementary school and nearby neighborhoods while also limiting safe access to the Karuk Tribal Headquarters—a vital hub for Tribal, senior, and community activities.
With many residents depending on walking and biking, the community had a clear need for safer and more connected multimodal facilities. The Happy Camp Complete Streets Project addressed this need by planning key infrastructure improvements along State Route 96, from Old Hwy 96 to Second Avenue west of the Indian Creek Bridge.
Green DOT played a central role in this effort, leading design alternatives, facilitating an extensive community-driven outreach process, and building consensus around a preferred design alternative. These efforts culminated in a Cycle 5 Active Transportation Program (ATP) grant application that secured $9.9 million in funding for construction—transforming years of local planning into a funded reality.
This project represents a major step forward in improving safety, accessibility, and quality of life for the residents of Happy Camp, while strengthening connections to key cultural and community destinations.
