Green DOT assisted Fehr and Peers in developing the Next Generation Transportation Investments Strategy for the El Dorado County Transportation Commission (EDCTC); a forward-looking initiative designed to prepare the region for future mobility, funding competitiveness, and climate resilience. The project established a comprehensive baseline of transportation and land use conditions, integrating demographic, socio-economic, and travel behavior data with performance metrics to identify current and emerging challenges. The planning process incorporated a climate adaptation and resiliency assessment to evaluate risks such as wildfire, flooding, and extreme weather, and provided a prioritization framework to safeguard critical infrastructure and ensure reliable emergency mobility.

The Strategy also included a financial investment and funding roadmap, aligning priority projects with emerging federal and state programs under IIJA, CAPTI, and Justice40. Green DOT worked closely with Fehr and Peers, EDCTC staff, local partners, and stakeholders to develop a transparent and data-driven plan that emphasizes safety, equity, sustainability, and economic development. The final Strategy equips El Dorado County with a robust framework of funding-ready projects, performance-based policies, and implementation tools that will guide multimodal transportation investments through 2045.
