Green DOT Transportation Solutions, in partnership with Mintier Harnish, led the comprehensive update of the City of Susanville’s Circulation Element, creating a forward-looking framework to guide transportation and development over the next 20 years. Our team was responsible for technical analysis, and preparation of final, adoption-ready documents.
Technical Analysis & Plan Development
Green DOT reviewed and synthesized existing plans, zoning ordinances, and transportation data to create updated Circulation and Land Use Elements that meet Government Code Section 65302(b) requirements and align with statewide goals for greenhouse gas reduction (SB 375, SB 743). The updated Circulation Element integrates multimodal transportation strategies- covering roadways, transit, bike/pedestrian infrastructure, goods movement, and utilities- and incorporates Complete Streets principles and VMT-based CEQA compliance. Updated maps and figures were developed using GIS to reflect the City’s functional classifications, land uses, and future growth areas
Deliverables & Outcomes
The project culminated in adoption-ready Land Use and Circulation Elements with goals, policies, and quantified objectives tailored to Susanville’s rural context. Deliverables included a GIS data library, updated land use and circulation maps, and a public outreach summary documenting community input. The final plan provides a balanced multimodal transportation network vision, supports future funding applications, and positions Susanville to achieve long-term safety, connectivity, and sustainability objectives
