Green DOT assisted Tehama County Transportation Commission in developing the Regional Transportation Plan update. The plan establishes eight primary goals focusing on maintaining safe and efficient transportation, improving existing infrastructure, connecting priority projects with financial resources, providing multimodal transportation options, and ensuring robust public participation. Given the county's demographics—with 14.5% living below the poverty threshold and most census tracts qualifying as disadvantaged communities—the plan emphasizes equity and accessibility while working to meet state greenhouse gas reduction targets despite the challenges of rural geography and higher per-capita vehicle miles traveled. The plan identified over 220 projects across all transportation modes, requiring $129 million in short-range improvements (0-10 years) and $453 million in long-range needs (11-20 years). Tehama County’s stable population growth and geographic constraints made projects focused on existing infrastructure preservation and multimodal connectivity a high priority within the Plan.
