Since 2018 Green DOT has served as Tehama County Transportation Commission’s (TCTC) “extension of staff,” delivering everything the agency might request under Tuolumne County’s proposed on-call scope. Tasks have ranged from preparing the county’s Regional Transportation Plan and RTIP, to corridor safety studies (South Avenue), to day-to-day engineering advice and grant development that has already secured two Caltrans Sustainable Transportation Planning grants and more than $88 million in external funding. Our team routinely responds to short-notice assignments, chairs TAC meetings, drafts staff reports, develops traffic control warrant analyses, and prepares cost estimates and PSRs—mirroring the work orders anticipated by TCTC. In partnership with TCTC, Green DOT has diligently improved transportation planning, addressed infrastructure needs, and secured critical funding for Tehama County and its communities. 2025 Tehama County Regional Transportation Plan (RTP): Green DOT updated the 2019 Tehama County Regional Transportation Plan, aligning it with the 2024 Regional Transportation Plan Guidelines. This update aimed to identify transportation infrastructure requirements in Tehama County through 2038, categorizing projects into short-term (0-10 years) and long-term (11-20 years) priorities. Green DOT led the development of the Regional Transportation Plan (RTP) through data analysis, assessing transportation needs, and identifying priority projects that align with the county, state, and federal goals. South Ave Study: Teaming up with W-Trans, Green DOT assessed South Avenue's long-term plan, a crucial route from Interstate 5 to Highway 99. South Avenue links the City of Corning in Tehama County to State Highway 99 and plays a vital role in commuting and freight movement, connecting to Chico in Butte County. Project Development and Grants: Green DOT supported TCTC and the City of Tehama in project development and secured two Caltrans Sustainable Communities grants under the on-call contract. Notably, one grant, directed towards the City of Tehama Community Transportation Plan, secured an $88,087 award.
