Tehama County VMT Analysis and Associated Government Assets Climate Sustainability Model

Tehama County Transportation Commission

Green DOT assisted the Tehama County Transportation Commission in developing a comprehensive Vehicle Miles Traveled (VMT) Analysis and Climate Implementation Program (CIP) to support compliance with SB 743, reduce greenhouse gas emissions, and improve the resilience of County assets. The project established countywide baseline VMT metrics and thresholds using multiple data sources and developed methodologies for forecasting and mitigation tailored to Tehama’s rural context. The process included close coordination with advisory groups and stakeholders to ensure locally appropriate approaches and defensible methodologies for CEQA transportation impact analysis.

In tandem, Green DOT conducted a full asset assessment of County-owned facilities, vehicle fleets, utilities, and more than 1,000 miles of roads and bridges to identify opportunities for emissions reduction, modernization, and climate adaptation. The Final Plan provides Tehama County with actionable strategies such as fleet electrification, facility energy upgrades, pavement rehabilitation, and bridge safety improvements. By combining technical analysis with a funding-ready framework, the program positions the County to pursue state and federal funding while advancing long-term climate action and infrastructure resilience.
