Noyo Harbor Multimodal Circulation Plan

Mendocino Council of Governments

Green DOT Transportation Solutions was engaged by Fehr and Peers to lead the outreach process and provide technical transit planning support as part of the project team. With a strong track record in public engagement and multimodal planning across Northern California, Green DOT ensured that community voices directly shaped transit improvements and other long-term mobility strategies.

The team guided the outreach effort through a range of inclusive strategies, including stakeholder interviews, multilingual surveys, public workshops, pop-up events, and digital engagement. These methods were designed to capture the perspectives of residents, business owners, transit riders, and other stakeholders—ensuring that equity, accessibility, and cultural responsiveness were at the forefront of the process. Special attention was given to engaging disadvantaged communities and transit-dependent populations, whose insights were critical in shaping a more inclusive transportation network.

In addition to outreach, Green DOT supported the transit planning process by assessing existing conditions, identifying service gaps, and exploring opportunities to improve multimodal connections. Our work built on successful transit-related projects across the region, where we have helped agencies implement electric bus infrastructure, enhance transit center facilities, and position projects for state and federal funding. By combining community input with technical expertise, we helped create a plan that is both visionary and implementable.

Through this dual role in outreach and transit planning, Green DOT ensured that project outcomes reflect community priorities while also aligning with regional and state goals related to safety, equity, and climate resilience. The firm’s involvement will leave the project team well-positioned to pursue competitive grant funding and deliver tangible transit improvements that strengthen connections, accessibility, and sustainability for the community.
