Lake Street Complete Streets Plan – City of Mount Shasta

The City of Mount Shasta selected Green DOT Transportation Solutions led the development of the Lake Street Complete Streets Plan (LSCSP), a comprehensive effort to transform one of the city’s most critical corridors into a safe, accessible, and multimodal transportation route. Lake Street serves as the community’s primary east-west spine, connecting Interstate 5 and key commercial areas to schools, residential neighborhoods, trail systems, and the historic downtown.

Green DOT guided the project through a robust planning process that includes a full infrastructure audit, multimodal level of traffic stress analysis, topographic survey, existing conditions documentation, community workshops, and conceptual design alternatives. The team also developed a detailed implementation strategy that includes environmental and right-of-way feasibility, project cost estimates, and a funding roadmap to position the City for future grant opportunities.

Key elements of the Plan included improving safety and mobility for students walking and biking to four nearby schools, enhancing access to parks and public lands, addressing the needs of an aging population, and closing gaps in sidewalks, bike lanes, and crossings. The project also featured targeted outreach to disadvantaged communities, including renters, low-income households, and people with limited vehicle access.

Through extensive public engagement, including community workshops, school-based outreach, and collaboration with local agencies and Tribes, the Plan reflects the diverse needs of Mount Shasta residents and visitors. The LSCSP builds on the City’s 2022 Walk Bike Ride Mobility Plan and supports state and regional goals related to safety, equity, and climate resilience.

Once complete in late 2025, the Plan will position Mount Shasta to pursue Active Transportation Program and other competitive grant funding to implement transformative improvements along this vital corridor.
