Tuolumne County Active Transportation Plan

Tuolumne County is a destination for recreational hiking and biking, containing portions of Yosemite National Park and Stanislaus National Forest as well as scenic and walkable gold rush-era towns. Green DOT developed the Tuolumne County Active Transportation Plan for the region which supports efforts to increase walking, bicycling and access to public transit. The goal of the Project was to improve opportunities to fund non-motorized transportation, create inter-connectivity between communities and access to public transportation within the Tuolumne County Transit service area. Green DOT assessed active transportation needs by creating a database and maps of the existing pedestrian and bicycle infrastructure in the County and identifying gaps in the sidewalk, bicycle route, and trails network. As part of the existing conditions analysis, pedestrian and bicyclist behavior was assessed through bicycle and pedestrian field counts. Green DOT then assisted the TCTC in a public outreach campaign to solicit feedback from the community identifying where project needs are and incorporated the publics’ desires in the prioritization methodology. Green DOT developed priorities, goals, and objectives for the Plan to assist TCTC in prioritizing projects to prepare Tuolumne County for future funding opportunities. The Tuolumne Active Transportation Plan was adopted in September 2020. 

The Tuolumne Active Transportation Plan laid the groundwork for the development of Active Transportation Program (ATP) grant applications for two priority projects – Dragoon Gulch Connector Trail and the Jamestown Community Connectivity Project. Green DOT assisted the TCTC with the development of these two grant applications for the highly competitive ATP. The Jamestown Community Connectivity Project was awarded $2.07 million for construction.

Siskiyou Regional Transportation Plan Update

Green DOT prepared the 2020 Siskiyou County Regional Transportation Plan update for the Siskiyou County Local Transportation Commission. Green DOT worked on an abbreviated project schedule to deliver a full Regional Transportation Plan update in just over a 6 month period. The project team’s existing relationship with the Siskiyou County LTC’s Technical Advisory Committee (TAC) helped in quickly identifying transportation project needs in the region over the next 20 years. Projects were vetted and prioritized in coordination with the TAC, stakeholders and the public. A funding and implementation plan was developed and the 2020 Siskiyou County RTP update was adopted in August 2021.

Transit Center Relocation Feasibility Study

The Town of Truckee expects significant growth in transit ridership and operations, increasing congestion and safety issues at its already over-capacity transit center. Green DOT conducted a Transit Center Relocation Feasibility Study to determine the preferred site for relocation of the transit center to meet existing and future transit needs. The study considered several potential site alternatives and is anticipated to result in the development of a new or expanded transit center. The Town has entered into an MOU with Neighborhood Partners who will fund one million dollars toward the cost of constructing a new transit center using Affordable Housing and Sustainable Communities grant funds. Green DOT partnered with Nelson \ Nygaard, AIM Consulting, and Design Workshop to create a comprehensive study involving site location analysis, transit needs analysis, community outreach, and planning-level site designs. The Study will guide the Town of Truckee in deciding whether to relocate the transit center, and raise the Town of Truckee’s capacity to increase access to transit.

North State Express Connect Business Plan

Green DOT was contracted by SRTA as the prime consultant to develop a bus system which will connect rural northern California to the Sacramento region and beyond with battery electric coach buses. The NS Express, later named the Salmon Runner, will connect Shasta County to the City of Sacramento along I-5 as the backbone. Additionally, the system is designed to connect most of northern California’s rural counties to the backbone through electric feeder buses. The vision, developed in previous planning efforts, will utilize 45-foot electric coaches for the backbone service and smaller electric buses connecting 8 regional transit systems to the I-5 coach service. The project includes electric vehicle charging stations, transit stop/hub improvements, integrated ticketing, access agreements, and extensive coordination between entities. Additionally, our project team utilized progressive industry techniques such as mobile source data to develop the most accurate ridership projections. 

The North State Express Connect Business Plan laid the groundwork for the development of a Transit and Intercity Rail Capital Program (TIRCP) grant proposal. The NS Express Connect was awarded $8.641 million for the new service.

Coloma/Lotus Sustainable Transportation Plan

Green DOT worked on a consultant team for the El Dorado County Transportation Commission, El Dorado Parks, and California State Parks to develop a Sustainable Transportation Plan for Coloma-Lotus. The Plan outlines multimodal and parking improvements needed for an important recreational corridor. Lotus Road and Highway 49 connect several campgrounds and other recreational tourism lodging to Henningsen Lotus Park – a regionally-significant park, the Marshall Gold Discovery State Historic Park, kayaking, canoeing and whitewater rafting destinations, and countless other recreational opportunities along the South Fork American River such as fishing, hiking, picnicking, and swimming. Marshall Gold Discovery Park accounts for thousands of child visitors coming for school field trips and many active transportation users cruise through the area destined for the recreational opportunities along the river, creating an urgent need for improved multimodal accommodation and safety improvements. Highway 49 is also an important inter-regional corridor for vehicle traffic, as commuters leave the area for work in Placerville, Roseville and Sacramento and residents from outside communities visit the area for use of the natural amenities.  Green DOT conducted a connectivity and parking analysis to identify conflict zones between vehicles and active transportation use and contributed to a planning effort that will increase safety and encouragement for active transportation users and that will increase access to recreational opportunities.

Go Safely El Dorado County

Green DOT Transportation Solutions worked with the County of El Dorado to develop and implement a county-wide Pedestrian and Bicycle Safety Plan. Green DOT worked with the County to develop a multi-pronged approach to informing the community about bicycle and pedestrian safety, the benefits of active transportation, and ultimately encouraging and increasing the use of active transportation in the region. Green DOT developed a series of graphics, including messaging graphics to be posted around the community, and targeted-outreach graphics for distribution to schools and through social media. In addition, the Green DOT team organized and facilitated a series of pedestrian and bicycle safety community events, such as bicycle rodeos and traffic safety fairs, including collection of attendance metrics.

Green DOT, under the direction of the County of El Dorado and the Office of Traffic Safety, were successful in partnering with local schools and organizations to design scheduled outreach events and training guide videos. Traffic safety examinations were developed to gauge student knowledge prior to and after the training presentation. A huge effort involving graphics and messaging development, training guide development and creation, outreach and coordination with dozens of schools and outreach groups, and more was completed on time within a very 6 month project schedule.
