Happy Camp Complete Streets Project

Green DOT partnered with Siskiyou County, Caltrans, and the Karuk Tribe to develop the Happy Camp Complete Streets Project Plan and prepare the successful grant application. Located in rural Siskiyou County, Happy Camp faced a serious mobility and safety challenge: Highway 96, a State Highway, cut through the center of town, creating a barrier between the elementary school and nearby neighborhoods while also limiting safe access to the Karuk Tribal Headquarters—a vital hub for Tribal, senior, and community activities.

With many residents depending on walking and biking, the community had a clear need for safer and more connected multimodal facilities. The Happy Camp Complete Streets Project addressed this need by planning key infrastructure improvements along State Route 96, from Old Hwy 96 to Second Avenue west of the Indian Creek Bridge.

Green DOT played a central role in this effort, leading design alternatives, facilitating an extensive community-driven outreach process, and building consensus around a preferred design alternative. These efforts culminated in a Cycle 5 Active Transportation Program (ATP) grant application that secured $9.9 million in funding for construction—transforming years of local planning into a funded reality.

This project represents a major step forward in improving safety, accessibility, and quality of life for the residents of Happy Camp, while strengthening connections to key cultural and community destinations.

City of Susanville General Plan Update – Circulation Element

Green DOT Transportation Solutions, in partnership with Mintier Harnish, led the comprehensive update of the City of Susanville’s Circulation Element, creating a forward-looking framework to guide transportation and development over the next 20 years. Our team was responsible for technical analysis, and preparation of final, adoption-ready documents.

Technical Analysis & Plan Development

Green DOT reviewed and synthesized existing plans, zoning ordinances, and transportation data to create updated Circulation and Land Use Elements that meet Government Code Section 65302(b) requirements and align with statewide goals for greenhouse gas reduction (SB 375, SB 743). The updated Circulation Element integrates multimodal transportation strategies- covering roadways, transit, bike/pedestrian infrastructure, goods movement, and utilities- and incorporates Complete Streets principles and VMT-based CEQA compliance. Updated maps and figures were developed using GIS to reflect the City’s functional classifications, land uses, and future growth areas

Deliverables & Outcomes

The project culminated in adoption-ready Land Use and Circulation Elements with goals, policies, and quantified objectives tailored to Susanville’s rural context. Deliverables included a GIS data library, updated land use and circulation maps, and a public outreach summary documenting community input. The final plan provides a balanced multimodal transportation network vision, supports future funding applications, and positions Susanville to achieve long-term safety, connectivity, and sustainability objectives

South Beach Climate Resilience Plan – DNLTC

Green DOT Transportation Solutions partnered with GHD to lead community engagement and public input analysis for the South Beach Climate Resilience Plan. Our team designed and managed a robust outreach and data collection program to identify flooding, debris, and safety concerns along Highway 101 and Anchor Way, critical transportation links threatened by sea level rise and winter storms.

Key tasks included development of a project webpage, upgrades to DNLTC’s interactive community input tool (adding comment categorization, sorting, and automated reporting features), and deployment of a multi-pronged outreach campaign. Green DOT coordinated 16–30 social media announcements, flyers, and targeted outreach through partner agencies, ensuring strong participation from Crescent City residents and stakeholders. Engagement highlights included a booth at the Del Norte Economic Summit, two public workshops in November and December 2024, and a final online workshop in May 2025.

Through the online survey and interactive map, we collected and analyzed 121 survey responses and 70+ geolocated comments, transcribing paper surveys and coding open-ended input for key themes. Data analysis revealed that over 80% of respondents have experienced travel interruptions in the South Beach area, with flooding, roadway debris, and summer congestion topping the list of concerns. Our deliverables included a comprehensive Public Comment Matrix, geospatially linked comment database, automated charts and graphics, and a final outreach summary report.

This work provided DNLTC with actionable insights that shaped plan recommendations such as drainage upgrades, intersection improvements, multimodal facilities, and measures to preserve South Beach’s scenic and recreational value. This will ensure the final plan reflects the community’s priorities and strengthens corridor resilience for years to come.

Napa Valley Transportation Authority – Measure U Program Management

Green DOT Transportation Solutions partnered with SiteHatchery to support Napa Valley Transportation Authority in the administration of Measure U (formerly Measure T), the voter-approved countywide sales tax program that funds roadway and infrastructure improvements across Napa County. Measure U is projected to generate more than $400 million for pavement rehabilitation, sidewalk upgrades, drainage improvements, and safety projects over its 25-year life.

To streamline program management and ensure transparency, Green DOT developed and delivered a custom DOT Dashboard platform that allows NVTA and its member jurisdictions to easily enter, track, and report on Measure U projects. The Dashboard centralizes critical information, including project descriptions, maps, funding allocations, schedules, and completion status, and generates semi-annual reports required for compliance with Measure U’s Independent Taxpayer Oversight Committee.

Features of the Dashboard allow jurisdictions to upload supporting documentation, monitor budget draw-downs, and produce agency-wide summaries with financial breakdowns and performance tracking. By digitizing the reporting process, the Dashboard has reduced administrative burden for local agencies, improved consistency of reporting, and increased transparency for NVTA leadership and the public.

The tool has become the central hub for Measure U program management, empowering NVTA to efficiently oversee dozens of projects countywide while demonstrating accountability and progress to Napa County residents.

Kennedy Community Complete Streets Plan

Green DOT Transportation Solutions partnered with GHD and San Joaquin County to develop the Kennedy Community Complete Streets Plan, a comprehensive blueprint to transform circulation in an unincorporated South Stockton neighborhood into a safer, more accessible, and multimodal system. The plan focuses on improving walking, biking, and transit connections to key community destinations such as schools, the Kennedy Community Center, markets, churches, and transit routes.

Green DOT was responsible for designing and implementing an inclusive outreach strategy that ensured meaningful input from residents in this historically underserved community. Engagement included multilingual workshops, walking tours, interactive online mapping tools, and pop-up events at community gathering spaces. Green DOT also facilitated Project Development Team and Stakeholder Advisory Committee meetings, ensuring that technical concepts were grounded in local priorities and community vision.

In addition to outreach, Green DOT contributed to the transit analysis and supported the County in developing realistic funding and programming strategies to advance plan recommendations. This included identifying opportunities through the Active Transportation Program (ATP), Safe Routes to School, and other federal and state funding programs to position the County for successful implementation.

The resulting plan provides a prioritized set of complete streets projects, including safer pedestrian crossings, enhanced bicycle facilities, improved bus stop amenities, and streetscape upgrades such as trees and shade structures to reduce urban heat. Through robust community engagement and actionable recommendations, the Kennedy Community Complete Streets Plan lays the groundwork for a more livable, connected, and resilient neighborhood.

Blue Lake Rancheria Long Range Transportation Plan

Green DOT Transportation Solutions partnered with the Blue Lake Rancheria to prepare the 2024 Long Range Transportation Plan (LRTP), a comprehensive roadmap for enhancing multimodal mobility, safety, and accessibility over a 20-year horizon. The plan was developed to meet federal Tribal Transportation Program requirements while aligning with the Rancheria’s sustainability, economic development, and community resilience goals.

The LRTP process included an in-depth assessment of existing conditions through data analysis, a detailed infrastructure field audit, and a review of prior planning documents. Green DOT facilitated robust community and stakeholder engagement, including surveys, social media updates, workshops with Tribal members, and coordination with key partners such as Caltrans, the City of Blue Lake, Humboldt County, and the Humboldt County Association of Governments.

Through this collaborative process, the LRTP identified a prioritized list of projects designed to improve transportation safety and access. Key recommendations included pedestrian upgrades along Chartin Road, casino parking lot circulation improvements, a reimagined C Store access plan, an on-demand transit pilot to connect to McKinleyville, and a new multimodal trail system along the scenic Mad River. Each project was developed with a focus on safety, accessibility, cultural context, and low-maintenance solutions to reflect the Rancheria’s staffing and funding capacity.

The LRTP also outlined a clear funding and implementation strategy, positioning the Tribe to compete for state and federal programs such as the Tribal Transportation Program Safety Fund, Active Transportation Program, and RAISE grants. By providing a forward-looking, community-driven vision, the plan empowers the Rancheria to pursue infrastructure investments that advance mobility, equity, and sustainability for Tribal members and the broader region.
