Envision Lassen County is a regional blueprint planning effort that asked stakeholders and community members how they wanted their communities to look and function in the year 2050. The effort explored the core influences on local and regional development, which are generally considered to be land use policies and transportation planning. These core components of community planning, along with many other associated components, were then analyzed to derive a preferred growth scenario. The project utilized stakeholder input to develop a spatial land use and transportation modeling tool based on a Geographic Information System (GIS) platform. The data generated from the tool helped the stakeholders and the general public to visualize future land uses when different scenarios were put into the model. This process assisted the stakeholders in choosing a preferred scenario that will help improve the economy and the quality of life in Lassen County. This visioning effort and subsequent report was funded through a Caltrans Planning Grant through the Lassen County Transportation Commission. The final report was accepted by the Commission in January 2014.
